Technical Manager with nearly 40 years of expertise in marine radio and navigation systems, emergency technical support, and Port State Control (PSC) compliance. Since 1997, leads the technical operations at DIAS Marine Consulting, supporting major P&I Clubs of the International Group with claim resolution, casualty response, and vessel compliance across Ukrainian ports.
Expert in SOLAS, IMO, and IACS (Lloyd’s Register, DNV GL, ABS etc.) requirements. Regularly engaged in critical cases involving missile strike damage, urgent PSC detentions, and complex system failures.
KEY RESPONSIBILITIES
Lead technical team responsible for vessel inspections and emergency repairs across all Ukrainian ports.
Supervise onboard inspections of navigation and communication systems (AIS, GMDSS, EPIRB, GPS, VDR, ECDIS) to ensure compliance with SOLAS, IMO, and IACS standards.
Manage technical support for P&I Club claim investigations, from initial diagnostics to reporting and resolution strategies.
Direct emergency response operations to prevent detentions and minimize operational downtime.
Coordinate with surveyors, Masters, shipowners, and port/state authorities to facilitate safe and compliant vessel operations.
Provide expert recommendations on system obsolescence, maintenance strategies, and risk mitigation.
Serve as technical liaison in high-risk scenarios, including wartime recovery and post-incident equipment restoration.
Emergency Repair of AIS System (2024)

AIS malfunction detected during loading. Vessel could not legally depart without it. Boris responded on short notice and repaired the system. Result: Vessel departed without delay, avoiding PSC detention and charter penalties.
Post-Missile Strike Radio & Navigation Equipment Recovery (2023)
Port of Yuzhny
Following a missile strike that destroyed all navigation and communication systems, Boris assessed damages and led the restoration of critical equipment to enable safe transit to shipyard. Result: Seaworthiness restored within days; vessel reached repair dock under own power.
Rollover Date GPS Failure (2022)
Port of Chornomorsk
Both GPS units failed due to rollover date bug, disabling positioning functionality. Boris repaired the systems before cargo operations completed. Result: Vessel avoided detention and delay penalties.
Voyage Data Recorder (VDR) Night Repair (2021)
Port of Odessa
During a tight layover, the VDR system failed. Boris performed urgent repairs overnight. Result: Vessel departed on schedule; avoided non-compliance with voyage data regulations.
Emergency EPIRB Replacement (2021)
Port of Yuzhny
Faulty EPIRB discovered during pre-departure checks. Boris programmed and installed a replacement unit. Result: Departure proceeded as planned with no PSC observations or insurance risks.
